Implement a Test Planning Module. This module would be used for test planning purposes. It would be useful in the beginning of the planning stages before actual test cases can be written but planning information can be submitted. It can link to a group of Test Sets and show an entire plan for Testing. For example you would create a Test Plan for the "1.0 Upgrade Project" Within the plan you could have various Phases of Testing with Timelines projected. TestSet Phase 1 runs from Jan 1 - Mar 1 and contains the following Tests and testing resources. Phase 2 runs from Mar 2 - May 2 and contains the following tests and testing resources. Then you can show a dashboard or report containing the entire plan for the testing including scope of testing, phases, dates and testing resources.
